Any native speaker of a romance language is considered latin.

The term "Latin" is related to languages and romanians speak a latin language.
Thanks, I just wasn't sure.

They are only 21-22% population.
Maybe, but they are a minority.

Yes, like all ethnic Frenchmen.
Alsatians are German, not French, by blood, and thus are ethnically Germanic.
