The only way I see EU selling something is forcing/negotiating with members to sell property and land to 3rd party. For example Russia might be interested in South-Cyprus or Turkey might be interested in some island in the Aegean. But I don't think EU has the right to sell off or parcel a country and sell it to the highest bidder.

Why sell it? Instead you should make an open border maritime border with Turks in the disputed areas in exchange for investments in your manufacturing capabilities which should help you in your nation's restoring of the "manufacturing floor" for further wide scale economic recovery.
