Classify James Duane (1733-1797), son of an Irish Colonial immigrant from County Galway, Ireland. His father, Anthony Duane (c. 1679-1747), was from County Galway in Ireland and first came to New York as an officer of the Royal Navy in 1698. His mother was of Dutch & English ancestry. 45th Mayor of New York City. He served as a delegate to the Continental Congress, New York state senator, Mayor of New York, and a U.S. District Judge.

Overall, Coon's Keltic should work in this case. He looks a little chubby in the face so it's hard to get a good sense of his facial relief but the low, smooth frontal, beaky nose and ancestry point in a Keltic direction to me.
