As an American anthro-head, I vote it 10. Her looks could pass as model-perfect in Los Angeles...I wonder about a certain "lack of personality, though, as shown in those pictures.
HOWEVER: because I am an American and would love to talk to a model-perfect foreign lady (especially who is distinclty Anglo-Saxon), I do put the stamp of "10" on it.

No she is fully English, but I agree she looks very Irish. I think she probably looks more Celtic but I'm not sure. And I agree she looks better without the make up.

I was just thinking this. She looks like she's from the Western side of England though, which is the predominantly Celtic side.
I think she has less of a Germanic vibe, and more of a Celtic/Brythonic thing going on.
