A draft report by the European Parliament’s Committee on Civil Liberties, Justice and Home Affairs rapporteur Rui Tavares on Tuesday proposed an EP mechanism in connection with Hungary.

According to the draft, there is a clear risk of a serious breach by Hungary of the common values referred to in Article 2 of the Treaty on European Union.

Tavares, a Portuguese Green MEP, said the EP mechanism needs to be launched in case the replies from the Hungarian authorities to the his report’s recommendations do not comply with the requirements of Article 2.

The draft will need to be approved by the EP committee and then the EP plenary session to come into effect, so it is likely to go through several amendments.

"The European Union is a community of values," Schulz said. "We cannot remain silent if a member state rides roughshod over them." Schulz demanded that European leaders take a close look at the constitutional amendments passed by Hungarian parliament on Monday to see if they counteract European
values and to punish the country if they do. "In response, Orbán
sharply attacked me," Schulz said, adding that the atmosphere
between the Hungarian prime minister and other European leaders was
"very frosty."
