One thing I feel pretty confident saying--there seems to be some alveolar prognathism going on here...

Yes, it is Beethoven's. The alveolar prognathism threw me off as well. I see Dutch Americans with both that and the low, sloping forehead thought. Here's a photo of his death mask:
