Can Ukrainians tell which part of Ukraine a person is from by the these last name endings> "enko" "chuk" "vich/vych" "shyn" "skyi/ski" "ets/iets"?

What makes you think it's regionally determined?

To a degree.

-chuk is much more common in western ukraine.
-ko, -enko are much more common in central and eastern ukraine.

-a (like in Farmiga) and Polish sounding suffixes like -ski, -yk, -ak, -uk I think are more common in the west as well. But they can be from all over.

-ich is uncommon, but I think it can be from anywhere. Same with -ka and -y (like in Luzhny).

I'm not familiar with the -shyn suffix  and -ets I don't know about either.

So I guess you can narrow it down a bit, but not that much really.
