Not all cats get high on catnip, but I have yet to test it on another cat. Catnip sensitivity is determined genetically.

My parents had a cat (which has since died of old age) that didn't care about catnip. I don't know if she wasn't affected by it or simply didn't like it. But if you put catnip on the floor (or gave her a toy with catnip in it), she'd sniff it once or twice and then walk away.

I don't know if this is true or not, but someone once told me that they get more aroused than high.
