No, he isn't. His father line is Seyid Arab who settled in Iranian Azerbaijan from another region of Iran (hence his "Seyid" title), and his mother is a ethnic Persian from Yazd.

Isn't he an Azeri?

His Azeri side is Seyyed and probably migrated from another region to Azerbaijan. I think it was Tafresh in Central Iran. Seyyeds believe they have arab origins.
Also his maternal side isn't Azerbaijani at all but from Yazd. So he doesnt really qualify as typical Azeri.

Or I should edit my words: He does qualify as Azerbaijani but not of turkic stock.
