Wittingly or unwittingly, intentionally or unintentionally his words are echoing those of some education activists in the US and elsewhere who have been alarmed by how social engineering instead of teaching programs are taking over the classroom.
"From my perspective there are too many agencies and bodies, often issuing reams of instructions to teachers, who then get distracted from the task at hand: teaching children."
Naturally the NuLiebour Government's response is that "educational standards have never been higher" but what they're really saying is that social engineering standards (ie sex and gay sex lessons to under-10's and so forth) have never been higher!
