His father looks like a lot of old-stock Americans, in my judgement. Is that "mongoloid" part of his look more from his mother? Interestingly he shows it himself more than either of them do alone.

His mom looks mixed, some genes can be dormant for generations and suddenly manifest on the next generation. I discard any sort of syndrom, since there are plenty syndromes that have epicantic folds as side effects, but the guy in question looks quite healthy.
