Romans did not have blood based dynastic systems like you saw among Persian, Germanic, Turkic, Arabic states. It was primarily a culture based empire where anyone adopting the religion and culture of Romans, speaking the language, was welcome. It is why you had Arab Philip the Roman emperor. Rex Regum Odenathus of Palmyra (Semite) who defended Rome against Persians. Armenian emperor Heraclius and many other Middle Easterner types becoming Emperor.

Many European cultures still follow to this day that old Roman cultural nationalism and do not care about race. Race-caring Anglos, Germans and few others are exception.
