If you mean the international banks well that's partially true, most countries have paid original debts several times over but the interest ofis so much; there is internal corruption but you have to understand that foriegn governments have funded dictators and corrupt leaders to come in to power and undercut the poor class.

But also if ou takes literally billions if not trillions from a continent you won't have many functioning societies; look at King Leopold and the horror of mineral and wealth extraction of Belgium for example.
