I would say it's more the state of the local Plymouth economy.
He went from Plymouth to Weston. There are lots of nice places between those two. Brixham, Dawlish, Dartmoor national park etc.. I know this because I live in South Somerset. Feel sorry for those locals, having a snob reminding them that their town needs invested in.
You could find the worst of anyplace if you look hard enough, Moreso in the wet winter.
Weston, was the holiday place for working class Brummies. But like Blackpool and Skeggness, they compete with the Canary Islands, Majorca, Malta, Cyprus etc.. They have struggled for a few decades. Nothing new. It used to be Butlins, now it's the Med.
That's true, actually the wider south west area is one of the best in Britain, unspoilt with low foreign immigrants, many people go and retire there. So much so that it has pushed up house prices in the South West a lot, due to Londoners buying property there for retirement...locals complaining about that. I myself travelled the area a few decades ago, really beautiful coastal towns in south Devon, etc.
This cloudy and rainy weather is already enough to cause depression.
