Because they are not exposed to the sun. It is basically the same as a farmer's tan.

Mine are also lighter. I seldom go out, either.
But I think that the little time that your arms are exposed to the sun and your legs are not adds up, creating a difference in skin color.
On the other hand, Negroes have dark gums, and I doubt they go around with a shit-ass grin, wobbling their heads like a blind Stevie Wonder to expose their gums to the sun....hmm, observing the shuffling foot traffic, now that I think of it...
