How is R-Z93 both Aryan and Turkic?

This Wikipedia map labels it as both Indo-Iranian and Central Asian Turkic. Can someone explain it?

Well, Scythians gave it to the Turkic people, the other Iranic tribes passed it onto the natives of Central Asia and mixed with them

Turkic invaders assimilated local Iranians.
