But the Nordic phenotype specifically came with Indo-Europeans or not?

IMO hallstatt Nordid is from Hallstatt culture in the center europe after the proto-germanic reached the scandinavian region.
Corded probably was the major element among battle-axe culture and the people in nordic bronze age.
If you see Corded is more common among people with Corded ancestry like Scandinavians and some eastern europeans like Poles,Russians, etc with the phenotype east nordid(Corded) witch is an eastern version of Hallstatt.

What hair color do you have if you are a paleo atlantid/tydal? Can you still be it if you have dark blond or light brown hair? My dad looks exactly like this http://humanphenotypes.net/PaleoAtlantid.html I look very much like him and have the same face shape but a little more Hallstat features and and darkblonde or lightbrown hair.
Yes, as long as you have the facial bone structure, and therefore similar facial features.
Pigmentation is not so important, keep in mind that: -"Using physical markers present on a skeleton, a forensic anthropologist can potentially determine a victim's age, sex, stature, and ancestry". As you can understand, the features of the face (the bones that cause those traits) are more important for a classification than just pigmentation.
