Well, in Zagreb most of people are not from there so I say it represent average well. Capital city has huge amount of population percentage, would be weird to ignore it.

this is how the new averages plot. south Croats, Bosniaks and Serbs form a cluster together. so of course some Serbs will get Croat as #1, and the opposite. all it takes is 1% or 2% more or less of a component.
