Because Carpathian average is Croat/Bosniak like while ironically Dinaric Alps average is Romanian like. Average is made of many averages of groups that live in said area, so in Dinaric Alps it includes southern shifted groups like Albanians, and in Carpathians, north shifted groups like Rusyns/Ruthenians...
Slovak average was included in making Carpathian average.
This is what I get making K13 coordinates with the top 18 European-only segments, measuring 490 cM of data:

Also, I would suggest removing Saami when configuring Fennoscandia. That is such a minor element, on average, for most Scandinavians. Or, somehow just add it into the average not as an equal main group, but contributing maybe 3-4% into mainland Scando groups.
