He is more Northern than most Croats and suspects having Czech ancestry. I doubt 40% of Croats are mixed with Czechs.

He tested his wife and lot other people. All of them got simmilar results.
Their results are average for NW Croats.

Is it worth to pay another 19 $ on FTDNA to see another ancestry report?

I did it, although I can't remember if I paid or it was a free upload, at the time. Here is my result, it's okay if you read the Middle East % as Southeast Europe:
