Nope, Northern Kinh also have a lot of Chinese admixture so they are not the purest. The purest would be Taiwanese Aborigines, some tribal Austronesians of Maritime SE Asia like Murut, Dusun, Mentawai and probably Mlabri and Htin for mainland SE Asia.
