Where did you find this guy? Did you conclude he was from the coast based on his surname or did he leave a family tree?

Belfranin with fully indigenous Zadar ancestry has similar results to this guy, actually even more North Atlantic admixed.

i already saw a bunch of Montenegrins with 20-22 Baltic but i didn't know the region/tribe. Vasojevici and Kuci have 25-26 Baltic so i perhaps 20-22 could be typical for the coastal area.

i found out he has some Croat and Slovenian ancestry. it seems pure Slavic shifted Serbs are all "Moldavian" shifted.

Moldavian average on gedmatch is based on 9 samples, 5 have recent Russian/Ukrainian admixture as Ion Basescul said. Moldavian without recent Russian/Ukrainian admixture are sighificant more southern shifted on average than "Moldavian" average from gedmatch. Moldavian are just little more northern shifted Romanians, Ion debunked paganea how Moldavians are very Slavic genetically.

Full Serbs who are equally or even more northern shifted than German-kaykavian/Croat-Bosniak-Dalmatian/Croat-Serb mixed person Feiichy exist and I know few of them. Hungry Lion is equally northern shifted as Feiichy and all his ancestors are Serbs for centuries in the past, his is not only such example.
