Yes, DR was way poorer in the past, poorer than most of the region. It was the poorest country in Latam at one point, so what? It's 2022, and currently, it's better off than most of the region, and in the future, it will surpass Argentina, Costa Rica, and others, whether you like it or not. What is your point here? If it is that DR was poorer in the past? Then yes, we know, and I don't think anyone has said otherwise.

P.S. I've been to Costa Rica, the people are more educated in general, and the cops seem very well trained and great. Costa Rica is cleaner in general (with some exceptions in D.R., such as Santiago). They're also super friendly towards animals and protect their natural reserves. I would say Costa Rica is way more advanced in all of the above. Dominican cops are morons, the Dominican lower class still treats animals like crap, and some parts of DR are super dirty. There are also some problems with people cutting down trees in national parks (especially Haitians)
That said, Dominican infrastructure is considerably superior to that of Costa Rica, and in general, you can feel more prosperity in D.R. (more building constructions, more restaurants, more activity, better vehicles, fewer closed businesses, and fewer to no abandoned buildings due to bankruptcy in the middle of the city). The fact is, Costa Rica has been better off than DR for a longer period, and it shows in many areas, such as their institutions.
