Why are "Baltic" Lithuanians(and Latvians) so heavily FinN1C?

Cause they are Indo-Europeans mixed with Finns.

What? They've never mixed with Finns. N1c1 can't even be associated with Finnic languages, because even Finns didn't speak Finnish until the Bronze age.

Yes and because of the fact that the Estonians have far more R1a (Indo-Europeans) than the Finns too.
In fact, Balts are Indo-Europeans mixed with Uralic people. Finns are basically Uralic people mixed with autochtonous Paleaolithic population. Estonians are basically similar to Finns, but with a greater Indo-European blending.

Balt...Finn...arne't we talking about such slight offshoots of a thing?

Estonian N1c1 decreased because they mixed with SHG from the West (I1 bearers) and with EHG/Indo-Europeans (Comb-Ceramic and Corded Ware/Battle Axe cultures, R1a).
Latvian/Lithuanian N1c1 increased because they mixed with Aestii (Proto-Estonians).

Isn’t the newest theory that the Balto-Slavic split happened because one group mixed with Finnic populations like Estonians while another group in the south mixed with a north Paleo-Balkan population, possibly northern Dacians, and that this is how the Baltic and Slavic language groups formed?

No. Baltic populations are not mixed with anything Uralic.
This is how these populations actually formed.

Baltic BA + Siberian = Uralic
Baltic BA + Unetice = Balt
Balt + Paleobalkan = Slav
