Virtually everyone does that, no human pre-urban and pre-state society wakes up one day even having the concept of creating large impersonal institutions, writing, cities etc.
Civilization in the West(from Iceland to Afghanistan, maybe even India) was in a way or another connected to either Egypt or Mesopotamia and for early Egypt there is even indication of presence of Mesopotamian migrants in the early period, so maybe all traces back to just 5th and 4th millenium BCE Mesopotamia.

If anything the proto Elamites must had been very Iranian Neolithic.

South Iraq has been known as a hotspot for exotic ancestry in modern times. They did have some people from Africa and India settle there as Sailors due to trade. Also there are quite a number of Iraqis and Kuwaitis with Baluchi origin settled in Central and South Iraq due to religious reasons. So it is no suprise to find Iraqis with higher Indian DNA. They are not necessary Gypsies either.

No my Dad is an ethnic Persian but I assume his roots are from Isfahan because that is where I get a really strong match on 23andMe

Plausible explanation for widespread S. Indian ancestry in S. Iraq if it's older. Port cities such as Basra have traded with India since Sindbad's time. We also have the very extensive trading between IVC and Iraq.

Afro-Iraqis have integrated very extensively in some areas. I remember when I was a kid one of my cousins who we used to visit in Baghdad had an Afro-Iraqi landscaper.
