I don't think they are anywhere near fully Germanic, especially if you believe the strong theory that proto-Germanics originated in Northern Germany/Jutland, and spread into Scandinavia. While they may have less Celtic ancestry than other Scandinavians, they have more Finnic ancestry (in the North) and some Balto-Slavic ancestry from the eastern routes of the Swedish Vikings.
