Neither of them look remotely white, it's quite hard to say. The Indian lady looks Austronesian, maybe her, due to her nose bridge and eyes, but it's slight.

they both pass in Romania just as they are.
if you bring them to local skin tone, they both pass as well, the Indian better, not only in Romania, but in Europe in general.
the Filipina would still pass in Eastern Europe.

The Indian is black skinned and heavily Australoid, but they choose her as whiter!:picard2: Like Mortimer said: neither is Caucasian, but at least the Filipina has white skin. What is the point of this thread though? Filipinos are usually darker, especially without skin lightening creams and Indians vary greatly by skin color and phenotype. It proves nothing.

Facial feature wise the indian looks whiter. I think skin color is the major reason why people wouldnt think she is white
