Depends of the country you compare them with. It's not the same Chile or Argentina, which imo are clearly western countries than than Haiti or Bolivia which in my opinion aren't.

Thats difficult case, would you consider Brazil or Central America(Mexico included) as western? I mean you can compare argentinia with japan, but japan isnt a western country. Also the tern western is often used flr different cases, for some it means Europan culture, for some Christianity, Euro-Christianity(often by right wing people) other claim its liberal minded, liberal society(left wing people). For me „Western“ is a term for a specific areas of world with specific history. Neither beeing European nor beeing Christian make someone western, Lebanese christians are still middle eastern or African Christians are still African. The same counts for Japan and Korea, they are an example for beeing non western and highly developed.

Argentina and Uruguay are western for sure,(and much more western than United States at this point). Chile maybe. But indeed, the rest of latin speaking countries arent western at all.

The things I take in concideration for a country to be "western" are: culture and politics (western countries tend to be modern and liberal), Christian religion but also atheism/agnostic levels, european culture, quality of living and developement of the country in general.

With that said, I think in Latin America only Argentina, Chile and Uruguay fall in this category. Then you have countries with cities like Mexico DF or Sao Paulo that are inhabitated by millions with western mentality and life style, but I wouldn't say entire Mexico or Brazil are western, no. Then some countries are deffinitely not western like Haiti or Bolivia which I already mentioned, and could add Guatemala, Nicaragua and probably more.
