You can't. The scholarship's intent is to lower the barriers to entry for women, which are primarily cultural, whose gender is under-represented in that field, and who likely will experience difficulties advancing her career because of it.
The policy states that any MtF student must have completed SRS (sex reassignment surgery) and be recognised by the state as female before they can be admitted to the program. Meanwhile others will be immediately rejected if they identify as female and either begin hormone therapy, either surgery, or legally change their name to a "female" name. It's not exactly like there are a whole lot of scholarships for trans people, that's for sure.
But if you decide to do it I absolutely think you should at least be clear about the situation on your application (i.e. tell them you're a tranny who lives and passes as male but are still legally female), then the people awarding the scholarship can make an informed decision about whether giving it to you is commensurate with their goals. Doing otherwise would be dishonest and unethical.
