Maybe it's just me, but I always considered thing cult if it passed the test of time and had a noticeable impact on popular culture, regardless of the size of the budget.

Inception (with DiCaprio) is very boring
Cannibal Holocaust, disgusting film and the story makes no sense
Stalker, boring and finally we dont know anything about the room
Rocky
This is a free interpretation of Andrei Tarkovsky, which has almost no resemblance to the original source and does not pretend to be understood unambiguously.
It is entirely possible that Tarkovsky’s creation for the 80s was a breakthrough, but it will by no means surprise the viewer who has grown up on the American serial tradition. In other words, the format is not informative for the modern viewer, it’s frankly difficult to watch the film, not because of its depth, but because of tediousness, depression, despair and the feeling that your brain does not rest while watching.
More of a list of well renowned films I disliked, than necessarily 'cult' films:
The Big Lebowski
Apocalypse Now
Network
The Deer Hunter
Donnie Darko
Close Encounters of the 3rd kind
Serpico
Dog Day Afternoon
12 Angry Men
No Country for Old Men
Inception (retarded beyond belief)
Rebel without a Cause
The Sting
Raising Arizona
Basically all Zombie movies
Raging Bull
There will be Blood (there will be boredom)
Easy Rider (not a bad film but I dislike it)
Natural Born Killers
Fight Club and The Breakfast Club
Godfather, Memento
Not a cult film but Magnolia was a waste of time. Didn't like American Beauty either.
