It was the symbolic referendum, which is legally non-binding on the central government of Tokyo. The current base is located in a heavily populated part of Okinawa, which is relocated to a remote coastal site. It's a good deal for Okinawa but they will keep pushing for closing down all US bases on the island. Governor of Okinawa Denny Tamaki criticized the American military presence and won the gubernatorial election.
I'm sure they'd rather have a Chinese base.
Is interesting how bad relations all the East Asian nations have with each others. Could there ever be North East Asian Union.
