It's practically legal, but on paper still illegal interestingly. The Dutch stance on the issue is that it's unrealistic and unattainable to have a drug-free society and that instead it's better to strife toward minimising damage caused by it. This is why its sale is allowed by registered shops who pay taxes to the government. But in Dutch law it's still forbidden to use, possess or trade recreational drugs.
Lets see. These two political partires have tried it several times in the past but they never got the approval of the majority. Right now the political environment is more auspicious but I still doubt they will fully legalize it. Perhaps only for medical purposes.
It's tolerated everywhere in every province. And home possession is allowed up to 5 g or up to five plants. You can even buy seeds to breed plants. :)
Interestingly, coffeeshops are tolerated when they sell weed, but its mass production is almost always punished in the Netherlands, leading to a paradoxical situation because they have to get it from somewhere.
Tchek the Walloon is the guy who has more experience in this matter. ;) He doesn't speak Dutch, but he does go to Maastricht to enjoy some occasional joint.
Good on him that the Netherlands are stepping away again from the 'only for Dutch residents' rule they implemented years ago. A law which was never truly followed anyway. You know how it is. You also bought booze as a minor in Portugal despite it being against the law.

I was checking and Portugal is not even a big "consumer" of marijuana. Probably one of the lowest in Europe actually. There are countries where it is strictly forbidden with much higher consumption rates.

In Sweden it's more actively punished interestingly. They even robbed a sick man of his product he used to reduce pain. Even an extract from cannabis oil without the psychoactive components was taken away from him. He was forced to live back in pain and take more expensive less effective and addictive opiates again. In Portugal they probably would have left him alone.
Just an example that tolerance differs per country and that Scandinavia isn't necessarily tolerant.
