It is, but at the same time all official information and even many informal things - restaurant menus, signs, adverts etc. - are published at least in Spanish and quite often in Portuguese and Haitian Creole too. What's more, around three quarters of Miamians speak a first language other than English, and of those around half have Limited English Proficiency.

I have never been to Dubai so cannot comment on that, but Miami is in many ways like the Hispanic Caribbean....with money, after all it is a financial and business center for Latin America, and it really is a city where the upper class/elite of LATAM flock to, like if you go to UM you'll probably be in the same class with some criollo elite from Colombia or something, haha.
You know, as a result of coming out of my mothers vagine in Miami I am an American, but much of the US feels pretty foreign to me and when I visit LATAM countries I feel more at home, so do with that information what you will.
