Default why Cornwall is considered celtic?

the cornish language went extinct as far back as in 1700 and it was already vanished from much of that place even before. why Cornwall should be considered celtic or something else from regular England?

Some people are trying to revive the Cornish language, and they do look slightly different from other English people.

Pretty much the same reason Wales and Scotland in Britain is. The Celts by various means had settled or expanded into what now is England,Wales,Scotland and Ireland in the late Bronze Age or before.. The Roman invasion did not conquer or settle the entire British island stopping short of Scotland, Wales and Cornwall. Structures like Hadrin's Wall and Offa's Dike were built at the outer limits of of Roman occupation, not to keep the Romans in but to keep the Scots and Welsh out. Wales remained a stronghold of Celtic resistance to Roman rule and no attempt to subdue the Welsh was successful. Cornwall along with Brittany in France were odd bits of land the Romans didn't know what to do with so they did nothing .As a result the areas were never Romanised, and both remained Celtic in culture. This is an over simplification but basically the why with out all the gooeybits

    It's ethnically Celtic.

People in the British isles don't differ genetically according to their language, it's all about geography and natural barriers. Most people in Cornwall are most likely the descendants of celtic-speakers who switched to English in the last couple of centuries.
