Claim of Irish-Germans more than English Americans is bullsh*t
Majority of English Americans lost their track of ancestors most of them came around 300 years ago.
Many mixed-ethnic White Americans will declare their latest-entry European ethnicity as sole European.
For instance, Norwegian ancestry from 1880's origin and English ancestry from 1710. It is very obvious that person will simply say Norwegian.
Following rank of White Americans:
1) English American 60 Million (mixed meaning total White Americans would be 250-300 million while reality is 200 Million; if nobody mixed, pure English would be 48 million)
2) German American 60 Million (if nobody mixed pure German would be 43 million)
3) Irish 50 Million (Scottish-Irish 10 Million added here)
Don't ask me like "so there are 170 million covered and only 30 million by others?"
I said mixed origin summing will end up more than real total

Supposedly yes, but that must vary by the region. There are very few Germans where I live- mostly Italians, Irish, English, Portuguese, and some French.

White Americans will oftentimes opt for stating their hypo descent. They are mostly of British stock, special English and Ulster Scot. However, if someone is 1/4 Italian (for example) and 3/4 old stock English, they'll probably say they're Italian. Anyway, their blood is mainly English colonial stock, even though the westernmost you go, you'll find more recent immigration types. Eastern and Southern area are predominantly old stock English though, specially the northeast/New England area. Happy 4th of July to all Americans BTW, even though I'd probably have been a loyalist if I were there at the time.

The great majority of White Americans are mixed (they have German, Irish, English, Scottish, French, Dutch etc. ancestry). The classification between "German", "Irish" and "English" Americans is mostly based on family names, it doesn't reflect the precise ancestry of the White American ethnos.
