If by "European" you mean the likes of Greeks, Sicilians, and Iberians, then absolutely.

70% look Southern European, 30% look MENA. But many will say Southern Europeans don't look white, so take that as you will.
Personally I would say they are darkwashed. Turks may be swarthy compared to German standards but they are pretty damn white if we compare them to say Pakistanis.

Most Turks in Germany I've observed wouldn't bat a second look in countries like Greece or Spain.

This is a tricky question because what looks white in America is different from what looks white in Germany. For example, in America Erdogan would easily be considered white. In Germany he would stick out like a sore thumb. It depends on the groups Turks are being compared to. Mediterranean phenotypes will get second looks in Germany and anywhere north of it, but Turks aren't brown to me at all, they are very white when compared to South Asians or Blacks. So it's down to perspective.
But the American question of whether Turks are "white" or not is really not important at all because there is a very small Turkish population in the USA so they are irrelevant for any meaningful discussion. It's like asking about Central Asians. They don't have a large enough presence in America to warrant any purposeful documentation. Likewise for Spaniards who are often cited as "Hispanic" in the country as well.

The darkness of Turks is heavily overstated, it's just that Germans don't notice the fair-skinned ones. It's easy to say they "don't look European" when you're trying to identify them visibly, which a lot of the time isn't even possible. The question is inherently biased. Amount of Turks living in their country is higher than Germans assume.

In USA, I’d say a majority could pass for white IMO. Mediterranean phenotypes are fully considered white there.
