Maybe in the far east but I doubt places like Arkhangelsk would be less 'white' than Northern Spain, as an example.

To be honest most Saami I've met are so extremely mixed that they have both blonde hair and blue eyes. I consider those individuals whiter than the average southern or eastern european.

Northern Swedes/Norwegians/Finns who are not sami are probly the whitest people there is, they have very high amount of blonde hair/ blue eyes. Kind of weird to exclude them and include some southern and easter european countries where 90% are brown haired and brown eyed.

Because people think that Northern Scandinavians are assmilated Saami people and very different in comparision with Southern Scandinavians.

IMO it all depends on facial features, and not much about pigmentation. Montenegrins are white to me, while most people from Malta aren't, since compared to an average european they look like night and day.

There is not such thing as ''white'' it is an american colonial pig term. Btw if Montenegro, Northern Albania and Kosovo are not included, than 60% of europe must be excluded. And if you put Southern Romania in the circle, than you have to put Bulgaria too. If you pot southern France you have to put Southern Albania and all central italy too etc etc etc.
