If you mean in the literal sense then both? You got a remember the Ryukyu Islands counts Has Japan as well there’s a great deal of color differentiation from the most southern and northern points in the island chain same could be said about the Iberian Peninsula to a certain extent obviously they’ll be pale Japanese or Spaniards in the southern parts of those countries and darker ones in the northern parts, it’s just less common.
However if by white you mean non-MENA Caucasoid, then obviously Spaniards.

Japanese and other East Asians are naturally the same skin type as the swarthiest of wogs.
South Euros like sun bathing and getting tanned, while many Japanese do not. Women often try their best to avoid being exposed to strong sunshine.

Well Portuguese/Spaniard explorers in India commented that my Indo -Persian community of Parsis "are whiter than us" etc. That's a South Asian community..... I can link the quotes too.

Europeans explorers used to say that east Asians were just as white as they were too (and these were Brits).

That being said, during the South Korea Turkey world up game, Turks (MENA/South Europe people) were definitely a tad bit whiter. So were the crowds (Turks vs Japs)Keep in mind most Asians go to extensive lengths not to get tanned and use skin whitening so that explains a lot too (soccer players have to get tanned ).

Also, whiteness is too hard to define. Some people look pale AF almost gray. Others have red cheeks, some look yellow etc. They all can have the same skin color but different undertones too.

According to this article, we can't compare these two very different populations each other. However, usually Asians have type 4 skin tone or above, and lightest asians, found in northesast Asia, rarely have type 2 skin tone, insead in Spain we can easily find Type I.

Japs aren't white only a handful from the colder areas are truly pale. Most Japs have darker skin. Also white means European, to which Japanese are not.
