I've only played the campaign really, and even then only the first couple of episodes, which seem much more battle-focused than economy-focused, which separates it from the rest of AOE.

AOE IV seems like AOE II with a few elements of AOE III thrown in - reverting to their most popular game and giving it a few twists, like how it's much faster paced now, soldiers throw torches to burn down buildings, etc.
