For a country to get into the Eu. It has to be agreed by all members. You also have to have strict human right laws.

Absolutely not. The geography, culture and politics of the "MENA" countries would make them ineligible. After all, even much of Eastern Europe still falls behind the EU's declared standards. (Btw, I am no fan of the EU. While insisting that all Member States have to be democratic, the way it functions is highly anti-democratic and over-centralising itself).
