2. The kid you posted is not Papuan, but Melanesian and specifically Solomon Islander and it is in this island of Melanesia called Solomon Islands that blond hair is the most dominant.
Light hair in Europeans is attributed so far to five receptors (the most important one being MC1R) and due to many independent mutations in these receptors. I know blond hair in Melanesians is attributed to mutatation in one receptor (TYRP1) not found in Europeans, but it is not like Europeans or other West Eurasians have light hair is due to one mutation.
edit: I have just read that there are polymorphisms associated with hair and iris color in Europeans in TYRP1 receptor

Don't you think it is interesting that such a distant population shows that much, but large amount of it is probably very very ancient!? You can see using latest tool by Hellenthal et al. that Melanesians in particular again show minor ancestry from Europe, Eurasia and Indian gotten there sometime from 700CE and 1500CE according to the software which can calculate admix only in the last 4000 years (not to mention what they would get if 4000 year barrier is surpassed).
