Well in fact Ceuta and Melilla have never belonged to Morocco. After the fall of the Roman Empire both cities belonged to the Vandals, later the Byzantine Empire expelled the Vandals and later the Visigoths conquered both cities expelling the Byzantines. With the Reconquista in the Middle Age we crossed the strait and the cities were reconquered. (Ceuta was reconquered first by the Portuguese)

So no, in this case Spain has all the rights over both cities. Also both places represent two strategic points to stop illegal immigration from Africa.

Interestingly Morocco was practically part of France and Spain until the 1950s and filled with Europeans, so it was seen as a peaceful and easy to reach exotic location for Europeans, even after independence in 1956. This was before Spain developed its own tourism industry.

After independence, it continued to develop itself as a cheap tourist location for boomer backpackers looking for hashish, prostitutes, sun and an alien culture. Islamic terrorism didn't really become a thing until the 90s, but Morrocco has been relying on its safe and stable colonial past for its economy and now its own internal problems are starting to catch up with it (high youth unemployment, imported gangsta culture from nafris in the EU, drugs, and of course Islam).

Now they are learning from Turkey that migrants can be weaponized. Ceuta, Melilla along with Canary Islands are geographically in Africa after all.

Franco under US pressure abandoned most of colonial territories (Sidi Ifni) in North Africa which were as "Spanish" as Ceuta and Melilla without hesitation. After Carrero's assassination in 1973 and Moroccan Green March in 1975, the whole Gibraltar Strait remains a delicate spot on the international scene, besides that, diplomacy regarding this issue has been frozen after NATO and EU membership for logical reasons.

Ceuta and Melilla cause nothing but problems for Europe by allowing the roaches to climb a fence and technically set foot on 'European' soil without actually even crossing the Mediterranean. I understand the Spanish sentimentality of wanting to hold onto their old possessions, but it would be more pragmatic to just close that loophole and shoot anything that tries to cross the Straits of Gibraltar.

Basically Pakis, Arabs, Negroes are the main ingredients in a recipe for crime and poverty in Europe. They pay no taxes, ignore laws, rape white women and plot and scheme Europe's destruction while feeding of social welfare benefits like parasites.
