Purely the skin colour. "Swarth" refers to olive, tanned skin.

I guess it can sometimes be hard to determine since people can tan. But pink is pink and tanning would be difficult.

For me, swarthy is anybody who has a dark complexion and seems somewhat oily/greasy.
