I've noticed how some very typical british looking people can look a little Jewish. He also looks slightly effeminate/junky.

Maybe Norid-Gracile Mediterranid.

Strong cheekbones with fine chin give the unusual and feminine look (plus the longish hair and makeup).

Might be some Dinarid or Brunn etc in elements of bone structure (cheekbones). But that's in scope of Norid basically.
