They do need Kadyrov to (anal) rape them every day and so keep order, otherwise tribes fight each other for limited resources they have. They would never have any selfsufficient economy, because they are too backward.

Main difference between Ukraine and caucasus is every person in caucasus is member of some tribe. If their tribe got upper hand every tribesman receives bonuses. In Ukraine masses are outside oligarchic clans and do not benefit from results of oligarchic wars. Usefull idiots can have temporal benefits (payment for sitting in maidan and something like that), but that is all. Essentialy different oligarchs are the same for masses. Though there is unique ukrainian feature. Every few years they think "new" shitenko would solve all their probems and turn country into heaven. This must have strong correlation with average IQ and education...
In tribalistic society masses support their tribe, they do not care about democracy, freedom, eu, gay rights, life on Mars etc. In nontribalistic poor countries masses apolitical (because all "choices" are same, only their physical appereance have any differences), only few useful idiots under oligarchic guidance involved into politics and they fight/support "ideas of better life"
