Yep, but don't you think there is some contradiction on this map Quintana for instance is above 0.8 whereas Sinaloa is from 0.75 - 0.8

Yes, I just noticed that. There's also 2 Iran's with different HDI.

Both provinces have almost the same index. What happened is that the author used an premade map and didn't bother to change some of the colors.
