No, they must be European to be considered white, I know that it might seem strange because skin coloured varies around the world and other races can be very light skinned but the term white especially in the English Anglosphere means European.

No.. European face is in the group of caucasian face.. but not every caucasian face is european face..

Depends on the severity of the features. The threshold for a "white Caucasian" is pretty low from a black or Asian person's POV.
