It would intimidate them: would you try to kill some Israeli or Western soldiers or civilians if you knew the army will be hunting down your brother, your mother, your sisters, your father and turning your village into a pile of rubble while you might be still alive know full well that you're responsible ?

I don't think you would. That's why it's the perfect deterrence.

Meddling in Middle East affairs caused 9/11. We've had military bases in Saudi Arabia since the first Gulf War. The US government support of Israel (which is baffling considering we gain nothing but problems from it) looks like a tag team against them. Our CIA aided Osama and his soldiers. He was our buddy against Soviet intrusion into the region. When the Soviets were no longer a threat the US government found a reason (Persian Gulf War) to set up military bases in Saudi Arabia to "protect" the region from Saddam, or we should say to protect our oil interests and to let everyone know who was boss there now that the Soviets were a mess. So obviously they were going to turn on us.
