Portuguese are darker than Greeks, so of course they are also darker than Bulgarians (and any Balkan group).

I have rarely met any dark Portuguese people unless they were in Hawaii; where most people are pretty tan or if they were also mixed with native Polynesian peoples or Filipinos.

Portuguese are darker because of Climate. If this is not the European Zone where there is more hot and warm climate, it should be near.
