Birth is one of the most powerful yet abused ability that humans possess, and not everyone should be allowed to use this ability. Giving birth means introducing a new human being into society, and unlike any other animal, humans have the most complex societies and are in need of adequate intellectual and emotional nourishment in addition to the basic human rights as children in order to develop into fully-functional and healthy human beings that are productive members of society. Not being able to provide basic child rights such as education, affection, good parenting, etc makes one unqualified for raising a human being hence giving birth. Instead, parent-wannabes should be tested for their parenting skills, mental health, financial state, literacy and education-level, and If they lacked one of the manageable qualifications (In opposition to education-level) then they are to be trained in a course for the growth of that certain qualification which they lack then If they succeeded in earning that certain qualification they are to be given a ticket to giving birth.
This may sound authoritative or controlling but when an Illiterate, uneducated, poor and mentally-unstable person is normally allowed to give birth to children which they aren't qualified to care for and forcibly result in them suffering from the lack of basic human rights such as food, education, clothes, normal social life, affection and emotional support, then considerations have to be made as to who should/shouldn't be allowed to give birth. On a personal level, for example my doorman has 3 boys and 2 girls, and the doorman in the building in front of me has 2 girls, neither of the doormen are educated, literate, or financially sufficient either for themselves or their children, I hear their children cry daily from the beatings and shouts they receive for doing the simplest of acts and mistakes, yet they are gonna live so and grow up into illiterate, uneducated, potentially mentally unstable (as a result of abuse and lack of affection), and potentially manner-lacking (as their parents posses very little of those) individuals who are also most likely going to end up like their parents as unproductive maybe harmful members of society, who also posses the absolute ability to give birth and pass themselves on to the future generations, which is never what anyone would wish for when looking to improve and build a progressive and developed society/country.
